SRP: Recycle any unused portion of the material for its approved use or return it to the manufacturer or supplier. Ultimate disposal of the chemical must consider: the material's impact on air quality; potential migration in air, soil or water; effects on animal, aquatic and plant life; and conformance with environmental and public health regulations. If it is possible or reasonable use an alternative chemical product with less inherent propensity for occupational harm/injury/toxicity or environmental contamination.|Product: Offer surplus and non-recyclable solutions to a licensed disposal company. Contact a licensed professional waste disposal service to dispose of this material. Contaminated packaging: Dispose of as unused product.|Dissolve or mix the material with a combustible solvent and burn in a chemical incinerator equipped with an afterburner and scrubber. All federal, state, and local environmental regulations must be observed.|SRP: Wastewater from contaminant suppression, cleaning of protective clothing/equipment, or contaminated sites should be contained and evaluated for subject chemical or decomposition product concentrations. Concentrations shall be lower than applicable environmental discharge or disposal criteria. Alternatively, pretreatment and/or discharge to a permitted wastewater treatment facility is acceptable only after review by the governing authority and assurance that "pass through" violations will not occur. Due consideration shall be given to remediation worker exposure (inhalation, dermal and ingestion) as well as fate during treatment, transfer and disposal. If it is not practicable to manage the chemical in this fashion, it must be evaluated in accordance with EPA 40 CFR Part 261, specifically Subpart B, in order to determine the appropriate local, state and federal requirements for disposal.

This action promulgates standards of performance for equipment leaks of Volatile Organic Compounds (VOC) in the Synthetic Organic Chemical Manufacturing Industry (SOCMI). The intended effect of these standards is to require all newly constructed, modified, and reconstructed SOCMI process units to use the best demonstrated system of continuous emission reduction for equipment leaks of VOC, considering costs, non air quality health and environmental impact and energy requirements. Diphenyl oxide is produced, as an intermediate or a final product, by process units covered under this subpart.
| 1 - Materials that, under emergency conditions, can cause significant irritation.| 1 - Materials that must be preheated before ignition can occur. Materials require considerable preheating, under all ambient temperature conditions, before ignition and combustion can occur.| 0 - Materials that in themselves are normally stable, even under fire conditions.
Diphenyl ether has been detected at concentrations > 100 ppb in 1 of 63 effluents collected from chemical manufacturing plants across the US(1). Wastewater samples collected from a small specialty chemicals manufacturing plant on the Pawtuxet River (RI) during 1975 and 1976 contained diphenyl ether concentrations ranging from 0.01 to 0.20 ppm(2,3). In Delaware diphenyl ether was present in digested and dewatered sludge obtained from a Georgetown WWTP in July 2000 at trace amounts and in digested and dewatered sludge obtained from a Willmington WWTP October 2002 at concentration of 99.6 ug/g(4). Diphenyl ether has been identified in advanced waste water treatment facility samples collected from Orange County, CA (Jan-Feb 1976)(5).|Diphenyl ether was listed as 57 of the 99 most frequently detected compounds at US hazardous waste sites monitored for 2 years prior to 1989(1). The compound has been detected in wastewater effluents from municipal waste water treatment facilities(2,3), textile finishing plants(4), organic chemical and plastic manufacturing plants, soap and detergent facilities, and electronic facilities(5). Diphenyl ether is reportedly released to the atmosphere in emissions from combustion, phthalic anhydride manufacture, and turbine engines(6). The detection of diphenyl ether in river water samples adjacent to hazardous waste disposal areas in Niagara Falls, NY indicates that leaching is a source of environmental contamination(7). Possible sources of release to environmental waters include spent heat exchange chemicals and byproduct from phenol manufacture(8).
INDOOR: Diphenyl ether was identified at a concentration of 9.24 ng/cu m in 24hr total suspended particulate matter samples collected from the Lanyuan Hotel, Xigu District in Lanzhou City, China in March 2003(1).
Diphenyl ether has been reported as one of the top 99 most frequently detected chemicals at hazardous waste sites from data collected for 2 years and complied in 1989(1). Diphenyl ether has been qualitatively detected in organic material from advanced waste water treatment facility samples collected from Orange County, CA (Jan-Feb 1976)(2).
